Why do some problems come to the attention of governments while others do not? Who is involved in the policy-making process? Pressure groups, media, think tanks; what are their goals? How are policies evaluated? Theoretical explanations are combined with practical examples from Australia and overseas to provide students with a critical understanding of how policy is made. In this subject you will undertake research into current economic issues and apply economic concepts and frameworks to critically analyse problems and suggest appropriate public policy responses to them. You will learn how the forces of demand and supply coordinate the behaviour of individuals and businesses in the market and how government policy settings affect those market outcomes. You will study the decisions that businesses make in determining how much to produce and at what cost and analyse how the market structure and public policy settings affects firms’ choices. From an economy-wide perspective, you will investigate how to measure economic activity, inflation and unemployment, and you will examine the factors that influence these variables and the impacts on individuals, businesses and governments.

Improve your understanding of public policy and develop an understanding of the processes through which governments create policies which are in the interests of the general public. In this subject you will examine Australian social and public policy via concepts of the Australian Settlement, the Welfare State, and Neoliberalism. You will use contemporary case studies to examine how ideology shapes government policy decisions and outcomes. You will also examine the policy context from the perspective of policy actors. You will reflect on major developments in Australian social policy in comparison with overseas trends, with an aim toward analysing the major socio-economic policy issues in both an Australian and international context.

Australian Social and Public Policy

TAS-BEA200 Public Policy and Welfare shows how economic theory can be directly applied to explain the behaviour of individuals and help solve the decisions that policymakers face. The subject introduces and uses the neoclassical theory of consumer behaviour to initially explain how individuals respond to changes in prices, wages, interest rates and income and how to measure their welfare. The subject then considers both market and non-market public policy options such as sin-taxes, the impact of subsidies, free education vs. vouchers, welfare payments and clawback. The subject concludes by examining concepts of efficiency and social welfare and their measurement in a general equilibrium framework. This subject is a core subject in the Bachelor of Economics (TAS-ECO-DEG) and can be taken as a nominated elective in a wide range of other programs throughout the University of Tasmania.

Public Policy and Welfare

This unit examines a range of issues relevant to the understanding of how policies are made in increasingly entwined national and international contexts, considering international and domestic institutions and actors. Assessment will be based on constructive and informed participation, tests on the readings and a research paper. The unit will be taught as a series of modules that may include: Select critical topics framing contemporary policy-making, such as migration flows, climate change, populism, national and global inequalities, austerity, liberalisation and digitalisation. International policy actors and institutions, contexts and modes of governance, including policy transfer processes. Making Public Policy in a Globalised World

This subject was previously known as POIX207 Governance, Power and Public Policy.This subject introduces students to contemporary debates about how public policy problems are addressed. It does this by tracing the change from government to governance and considers the range of policy instruments now regularly used to respond to policy problems. This includes, for example, the use of market based solutions in a range of policy areas. Students are also introduced to key actors and institutions, as well as to relevant theories for analysing public policy.

Governance, Power and Public Policy

This level 3 (i.e. third year) subject focuses on the political dynamics of contemporary Australian public policy, examining the major forces driving policy in a range of different areas, and exploring what this reveals about power in Australia. The subject begins by introducing students to the major theoretical perspectives on power and policy-making, along with the historical and structural factors that shape government in Australia. It then focuses in depth on a selection of policy issues that have been central to the political agenda in recent years, including topics such as inequality, welfare policy, voluntary euthanasia, industrial relations, environmental policy and media regulation. The aim is to illuminate the power dynamics that are central to understanding politics in Australia, and to give students a deeper understanding of contemporary policy debates. This subject is particularly recommended for students who are planning a career in the media, in government, or in NGOs, and for students who wish to research an Australian topic in their Honours year. The teaching format involves a pre-recorded lecture each week along with a synchronous (i.e. &quot;live&quot;) tutorial at which attendance is recommended.

This capstone course acts as the arch at the apex of the Politics and Public Policy major within the Bachelor of Government and International Relations, and associated degrees in which this major is offered. It draws together the knowledge students have gained from previous courses and also looks forward to the workplace. It will focus on both by considering theoretical approaches to problems and their practical solutions. Students will be expected to relate various issues to one another and to understand the implications of different policy approaches. The course will build on and further develop skills which will be useful in the workplace. Students should not enrol in this subject if they have previously completed 3001GIR Solving Policy Problems at Griffith University.
