Graduate Certificate in Policy Analysis

The Master of Regulation and Governance (MREGG) is a unique degree that equips students and their organisations to navigate environments where complexity, catastrophic risk, and transformative technologies are reshaping the ways in which we govern and regulate. Graduates from this program will be working in - or will join - government or private sector organisations charged with designing and applying regulatory policy solutions to pressing social problems, often in partnership with diverse stakeholders. Core courses provide students with a solid foundation in the concepts, processes, institutions and practice of regulation and governance. Elective courses provide case-studies, simulations and clinics in which to examine domains such as climate, crime, environment, health, Indigenous Australia, justice, safety, technology and urban design. Master of Regulation and Governance

This program is designed to help individual professionals and their organisations understand and apply contemporary Australian and international approaches to effective regulation and governance. Thematic issues covered include regulatory complexity, risk assessment, responsiveness, compliance, technology and regulation, and managing stakeholders. It is designed for people who manage regulatory portfolios and projects in government, business or NGO settings -- or who will do so in future. It supports professionals who work with regulatory stakeholders, including business and industry, Territory, State and Federal government agencies, the legislature, community actors and the media. Adopting an applied approach, the program uses case studies, hands-on assessments and examples of regulatory excellence from Australia, Europe, North America and Asia and the Pacific. This degree comprises 24 units which can be completed part-time over a year.

The public policy arena presents a complex framework of actors, politics, instruments, and practices. This subject examines the broad range of theories, models, influences, and players that shape the development of Australian public policy. It aims to equip students with the knowledge of both the theoretical underpinnings and real-world challenges of the field. The subject examines the economics of public policy, agenda-setting, the policy process, policy instruments, policy implementation, the role of the media, policy consultation, and evidence-based policy-making versus politics, values and ideas. The assessment, which includes a policy briefing paper, provides students with opportunities to select, investigate, and critically analyse real-world governance and public policy problems.

Public Policy

Why do some problems come to the attention of governments while others do not? Who is involved in the policy-making process? Pressure groups, media, think tanks; what are their goals? How are policies evaluated? Theoretical explanations are combined with practical examples from Australia and overseas to provide students with a critical understanding of how policy is made. Public Policy Analysis

Improve your understanding of public policy and develop an understanding of the processes through which governments create policies which are in the interests of the general public. In this subject you will examine Australian social and public policy via concepts of the Australian Settlement, the Welfare State, and Neoliberalism. You will use contemporary case studies to examine how ideology shapes government policy decisions and outcomes. You will also examine the policy context from the perspective of policy actors. You will reflect on major developments in Australian social policy in comparison with overseas trends, with an aim toward analysing the major socio-economic policy issues in both an Australian and international context.

Australian Social and Public Policy

TAS-BEA200 Public Policy and Welfare shows how economic theory can be directly applied to explain the behaviour of individuals and help solve the decisions that policymakers face. The subject introduces and uses the neoclassical theory of consumer behaviour to initially explain how individuals respond to changes in prices, wages, interest rates and income and how to measure their welfare. The subject then considers both market and non-market public policy options such as sin-taxes, the impact of subsidies, free education vs. vouchers, welfare payments and clawback. The subject concludes by examining concepts of efficiency and social welfare and their measurement in a general equilibrium framework. This subject is a core subject in the Bachelor of Economics (TAS-ECO-DEG) and can be taken as a nominated elective in a wide range of other programs throughout the University of Tasmania.

Public Policy and Welfare

This unit examines a range of issues relevant to the understanding of how policies are made in increasingly entwined national and international contexts, considering international and domestic institutions and actors. Assessment will be based on constructive and informed participation, tests on the readings and a research paper. The unit will be taught as a series of modules that may include: Select critical topics framing contemporary policy-making, such as migration flows, climate change, populism, national and global inequalities, austerity, liberalisation and digitalisation. International policy actors and institutions, contexts and modes of governance, including policy transfer processes. Making Public Policy in a Globalised World

This subject was previously known as POIX207 Governance, Power and Public Policy.This subject introduces students to contemporary debates about how public policy problems are addressed. It does this by tracing the change from government to governance and considers the range of policy instruments now regularly used to respond to policy problems. This includes, for example, the use of market based solutions in a range of policy areas. Students are also introduced to key actors and institutions, as well as to relevant theories for analysing public policy.

Governance, Power and Public Policy

This level 3 (i.e. third year) subject focuses on the political dynamics of domestic Australian public policy, examining the major forces shaping policy in a range of different areas, and exploring what this reveals about power in Australia. In the first section of the subject, you will be introduced to some of the key concepts and debates that underpin the study of public policy, examining whether policy-making is a rational process and the different ways in which power can be understood (and exercised). You will also examine some of the major historical and structural factors that shape policy, and the extent to which this varies between countries, focusing on gun control and media policy as case studies. In the second section of the subject, the focus shifts to &quot;morality politics&quot;. You will examine the philosophical debate over the government regulation of individual behaviour on moral grounds and examine the implications of these debates for public policy, focusing particularly on gambling regulation and voluntary euthanasia. The third section of the subject then examines the relationship between the government and the market. You will examine some of the major theoretical perspectives on this topic, focusing particularly on historical institutionalism, Marxism and power resource theory; and explore how these analytical frameworks can help explain the changing role of the government in the economy, the rise of neoliberalism, and climate change policy. The final section of the subject focuses on a range of policy issues linked to questions of social justice. It examines domestic policy towards First Nations people as an on-going site of colonisation; stability and change in industrial relations policy and their implications for power in the workplace; and the changing nature of the welfare state and its implications for inequality and disadvantage in Australia. By the end of the subject, you will have a stronger understanding of contemporary policy debates and the power dynamics that are central to shaping politics in Australia. This subject is particularly recommended if who are planning a career working for the media, the government, NGOs, or if you want to deepen your understanding of political change. The teaching format involves a pre-recorded lecture each week along with a synchronous (i.e. &quot;live&quot;) tutorial at which attendance is recommended.

Economics of Public Policy

It is argued that we live in a risk-based society where the focus on crime has moved from capture and punishment to management and prevention. Drawing on key theories from criminology, sociology, psychology, behavioural economics, and public health the individual, community, police, politicians, media, and policymakers’ roles in crime prevention will be explored and critiqued. Specifically, through innovative real-world practical applications of situational crime prevention, developmental crime prevention, individual crime prevention, community crime prevention, and economic disruption, the importance of implementing evidenced-based crime prevention policies will be understood. By reviewing the process of having to carefully design, plan, implement, and evaluate crime prevention strategies, the ethical considerations, and the practical challenges of needing to collaborate with partners from community and government to prevent crime are examined.
