This subject examines the history and theory behind the use of emergency legal powers in a time of crisis. We explore how liberal democracies balance responding to a public emergency, such as war, civil unrest, or a health crisis while at the same time acting within the rule of law. We begin by looking at the theory of emergency and the role which the Weimar constitution&#39;s emergency provisions played in the rise of the Nazis. We then look to the Australian experience of emergency – dealing with wartime threats, political extremism, natural disasters and pandemics – and ask how this fits within the broader theory of emergency law and politics.

Law and Crisis: The Use of Emergency Powers

This subject examines the application of general management principles to the particular context of emergency management where normal challenges are further complicated by system failures, inadequate information, complex multi-agency and whole of community approaches and a challenging political and social environment.The subject will examine the management principles through the cycle of emergency management involving the prevention and mitigation phase, preparedness phase, response phase, and recovery phase. It will also explore specific management issues that are central to effective emergency management practice including the impact of socio-technical systems design and human factors.This subject is an intermediate (level 2) emergency management subject focused on emergency management in disasters. This subject will present a range of examples upon which to reflect, in order to critically analyse the cycle of emergency management.

This subject examines policy and governance in emergency management. Students will examine policy and governance frameworks and structures from a local, state, national and international perspective. The subject will explore the policy and governance processes, structures and frameworks that span the public, private and not-for-profit sectors using a series of case studies that have real-world applicability.This subject is an introductory (level 1) emergency management subject focused on understanding policy and governance in the context of emergency management.

Emergency management is when our communities, the public sector (government agencies), the private sector (businesses) and the not-for-profit sector (charities) work together to strengthen society’s capacity to withstand, plan for, respond to and recover from disasters. This subject will provide you with an introductory knowledge on the broader concepts of emergency management. In this subject, you will explore local, national, and international case studies of emergency management in numerous contexts that are applicable and transferable to any discipline.This an introductory subject (level 1) to emergency management. Consequently, the assessment tasks allow you to explore a topic in the context of emergency management that is relevant to your interests and has real world applicability regardless of your specific area of study. Therefore, if you have a passion for enhancing society’s disaster resilience to natural hazards (e.g. bushfires, floods, cyclones, tsunamis, etc.) and man-made disasters (e.g. humanitarian crises, acts of terrorism, environmental incidents, etc.) then this subject is for you.
