Mr  Paul Wappett

Chief Executive Officer

Open Universities Australia

Paul Wappett is the Chief Executive Officer of Open Universities Australia (OUA), Australia's leader in online learning.

Paul is a passionate believer in the power of education to transform individuals, families, communities and even economies. Since his appointment in February 2012, Paul has focused on ensuring that OUA provides its students and education providers with consistent access to the best in online learning design, production techniques and data analytics, so that as many people as possible have access to a world class education.

OUA has over 350 staff within Australia, and Paul and his team provide the strategic direction and market leadership required to facilitate the learning and development of over 60,000 students each year, making OUA one of Australia's largest educational institutions.

A lawyer by profession, Paul's previous positions have included legal and commercial roles at CPA Australia, the Western Bulldogs Football Club, Mobil Oil Australia, and law firm Clayton Utz. His qualifications include degrees in commerce and law from the University of NSW and an MBA from Melbourne Business School.

Paul is also the Chairman of Berry Street, the largest child protection agency in Victoria where he has been a Board member since 2007.

Paul is a sports tragic, a milkshake addict, an enthusiastic but ordinary guitarist, a grammar, syntax and apostrophe pedant, and - quite sadly, really - he is not quite ready to accept that he will never open the batting for the Australian test cricket team.

Mr Carlos Schäfer

Executive General Manager - Industry and Training 

Open Universities Australia

Carlos Schäfer has been with Open Universities Australia since 2011, and has reported directly to the CEO since his elevation to the Senior Executive Team in 2013.

His broad-ranging experience has seen him take leadership positions leading Open Training Institute, Corporate Sales, Student Enrolment Services and, most recently, e3learning including its successful divestment late in 2016. His expertise is in positioning businesses for growth, driving business culture to compete and sell in a competitive, digital world, with a keen focus on the intersection of technology and customer experience.

With 18 years in business consulting, organisational development, management and entrepreneurship, Carlos has unrivalled experience in driving transformation within highly complex and resistant environments. He is currently managing the overall transition agenda for OUA while the business aligns itself for growth in the higher education market, together with the ongoing management of the Industry and Training areas.

A registered psychologist, his international experience is complimented by a Postgraduate Diploma of Human Resources and an MBA from Monash University.

Carlos enjoys spending time with his family and loves being in, on or under the water.


Dr Janine Harper

Executive General Manager - Education Delivery

Open Universities Australia

Janine Harper commenced as an Executive General Manager in October 2013. Her role currently focuses on University Providers; those Providers offering units / programs of study via OUA's platform. With a remit of grow and continuous improvement, Janine and her team work closely with University Providers across the country to optimise the choices available to students through OUA.

Janine brings a diverse commercial experience base to the role, with people, learning, supply and change management key elements of her career to date. With a strong focus on commercial partnerships, prior roles with national and international scope including CPA Australia, Alinta, AGL and government have provided valuable landscapes of change and agility. Janine has worked closely with stakeholders in the education arena for a number of years including higher education providers, employers, content and assessment designers, content development and delivery suppliers, regulators and importantly learners.


Mr Stuart Elmslie

Executive General Manager - Corporate Services (CFO) 
Open Universities Australia

Stuart Elmslie was appointed in February 2016. As a member of the Senior Executive Team, Stuart reports directly to the CEO and is responsible for all financial activity, legal matters, business planning and architecture, information technology and business transformation.

As a qualified Chartered Accountant with more than 22 years' experience, Stuart built his accounting foundations at Deloitte, and been a senior finance and commercial leader within a number of blue chip organisations such as Macquarie Bank, UBS AG and Granada Media across multiple locations including Australia, Switzerland and North America.

He first joined OUA in 2013 and immediately prior to his appointment to Executive General Manager, Corporate Services (CFO), Stuart was the General Manger of e3 Learning which then constituted the business to business arm of Open Universities Australia.

Stuart is a keen cyclist and will cycle to work (which is a good 26km ride one way) at least once a week regardless of Victorian weather conditions.
